松井証券が一橋大と検討していた共同研究を無期延期

松井証券は顧客の株式売買のデータを一橋大学に提供し、そのデータをもとに一橋大学が行動ファイナンスなる学問分野の研究を行う予定であった。提供されるデータはあくまで統計的に処理され、個人情報として個人が特定されうるものは提供されないとのコメントが成されていた。しかし、その提供するかどうかの同意を顧客に採らないなどの対応が非常にまずい。これでは投資家が松井証券の個人情報に対する姿勢に不安を感じても仕方がない。

発端は松井証券が一橋大と共同研究を行うと発表した5月30日。この発表は、顧客に郵送で成されたわけではなく、電子メールも配送されなかった。松井証券のウェブサイト上でのみそのような通知が成されたため、たまたまログインするために松井証券のサイトを訪れた人しか気が付く余地がなかった。そして、その情報提供に同意できない顧客は5月6日までに松井証券にその旨を届出なさい、届出がない場合は同意したものと見なす、という強気のスタンスでいた松井証券だが、ウェブサイト上ではその旨を松井証券へ届け出るフォームのようなものはなく、一般の問い合わせフォームから問い合わせる形で申告するか、あるいは直接電話を掛けるしかなかったのだ。

なお、松井証券のプレスリリースによると「本人が容易に知り得る状態に置く」ことで利用者には十分な通知が成されたというスタンスを取っているそうだが、松井証券が電子メールでの通知すら行わずにウェブサイトにこのような掲載を行っただけで、しかもそれで十分な通知をしたので問題ないと開き直っている、まさにその態度が利用者に不要な不安を与えているのだということを、なによりも松井証券自身が気が付いていないのが痛々しい。

数十万口座の顧客が、電話しないと自分の売買データを一橋大学に提供されてしまう。本来なら郵送か電子メールで顧客に同意を求め、十分な期間を置いて同意を得た利用者のデータのみを提供するなど、情報の保護に対してもう少し真摯で謙虚な態度を取るべきであった。ウェブサイト上のみで通知を行い、同意しない者はそちらから電話してこいとは、ユーザの反発を来すのも仕方がない。

結局、2chでの呼びかけなどもあって抗議が松井証券に殺到したらしく、松井証券はこの共同研究の無期延期に追い込まれたようだが、これは共同研究そのものが悪いのではなく、松井証券が顧客の同意をマトモに得ようとせずコソコソと「気が付いたら自分のデータが提供されていた」という状態にしようとしたことが火を付ける原因となったようだ。ちょっとした祭のような状態になって、研究そのものがパーになってしまったのだった。

ちなみに僕も松井証券にどういう形のデータを提供するのかと問い合わせの電子メールを送信したが、返事は5日経った今日の時点ではまだ返ってきていない…。
